The first town building project is the Windbell Pavilion in Sandport's southwest craft quarter. Donations open on launch day, and everyone sees the same progress.
What you can donate
Talk to Hobb (Town Builder) by the building site (from Base Lv 10).

Donated items and Gold leave the game and go to nobody, which keeps market prices healthy. Only what is still needed is taken; anything over the goal stays in your bag. Equipped items are never used.
The pavilion rises step by step
Every 25% of progress the building site changes, from piles of materials to pillars, scaffolding and a domed roof. When every bar is full the pavilion is finished for good, with a golden bell in the middle and a name plaque out front.
Rewards for builders
Points add up per account (1 Gold = 1 pt · Sand Core 60 · Glass Shard 45 · Bell Shard 400 pts each). Each tier you reach unlocks its costume, once per account, account-bound and not tradeable.

No rankings, no randomness. Everyone who reaches a tier gets the same thing. The plaque lists names in the order people joined and never shows how much anyone gave.
